Enclosure Précis

I have the honour to transmit for your information the enclosed précis of a correspondence relating to the manner in which the French Mail Service is carried out in connection with this Colony.

2. The Postmaster-General's communications afford ample evidence of the extremely unsatisfactory state of the existing service, and draw attention to the consequent loss and inconvenience to the public of Hong Kong and of all other places dependent on this Colony for the sorting and distribution of the mails.

3. In view of the large commercial interests involved, I trust that the Postmaster-General in London may be made acquainted with the circumstances of the case with a view to steps being taken to remedy the present unsatisfactory state of affairs.
